The Eurasian Economic Union (EAEU) navigation-seal supervision policy is now in force. Under the Agreement on Tracking Transport with Navigation Seals in the EAEU, the rules expand in three phases from 2026. They are mandatory customs requirements across the five member states and cover China–Russia, China–Belarus, China–Kazakhstan and China–Europe rail/road transit freight. Goods transiting two or more EAEU members must be sealed by phase, with no discretionary exemptions.
1. Three-phase timeline and scope
Phase 1 | 11 February 2026 (already in force)
Mandatory sealing for specially controlled goods, mainly economically controlled products and alcohol/tobacco (HS 2203–2208). Cross-border shipments in these categories must carry navigation seals.
Phase 2 | 31 July 2026 (key milestone)
General cargo is brought into scope, including apparel, footwear, fur/leather goods, telecom and AV electronics and other mainstream cross-border goods. Previous transit exemptions expire with no extension or buffer period. Most road transit cargo will require sealing.
Phase 3 | 27 May 2027 (full tightening)
Rail freight comes under full control. Except for officially listed special exemptions, all EAEU rail transit cargo (including China–Europe block trains) must use navigation seals, enabling digital supervision across cargo types and corridors.

1. Seal data is shared among member customs authorities, enabling “one seal through five EAEU countries”.
2. Before shipment, verify HS codes and product categories against the applicable phase to avoid compliance risk.
